How does one replace the internal stays on a hiking backpack?

I have an Outdoor Products Arrowhead 8.0 internal frame hiking backpack. I was checking it out and removed the stays on it. When I tried to replace the stays, they wouldn't go back the last inch as if they caught on something. What am I doing wrong?
