Any non-Congressional employee who has ingested, or has been in possession of the insidious substance, dihydrogen oxide during the last seven years, shall be, without hesitation or due-process, shipped off to prison labor camps for the rest of their natural lives. Unless they can afford the high cost of proving their innocence. First by hiring multi-million dollar attorney who has to be approved by our new No-Bid-Contracts-For-Buddies Committees in Congress. Fines and fees shall also be applied during this course of action, and are subject to change at the whim of the court. The innocence of said person(s) is proven when the amount of money spent meets $5,000,000 or falls short of 1/2 of their total wealth in equity.

If it's introduced by the Republicans it would have a misleading name like "The Cotton Candy and Fluffy Bunny Loving Act" so that the few Legislatures who still have their consciences won't bother to read more than the title.
Panhead: They already did something equally asinine called the Patriot Act. The heartless among the Republicans will stop at nothing until they own 99% of the world's wealth.
