How much PDA in schools is too much? When does the PDA cross the line?

Our Vice Principal said that, after an incident both with two guys and students freaking out about one sitting on the other and hugging, and two girls kissing (as in a peck) and people freaking, that no kids, heterosexual or not should be doing PDA period, and that it's going to be enforced. I personally think that there's going to be a heck of a time enforcing that. How much PDA is considered inappropriate for school? Hugging? People hug their friends all the time. Holding hands? Well, you've been made to hold people's hands in school for various reasons since Kindergarten. Kissing on the cheek? Well, I mean alot of people kiss their grandmother that way after all. A peck on the lips? Or does there have to be a certain time that the kiss should be before it's inappropriate? How much PDA is too much? I think most people agree that make out sessions in the hall is too much, but where does affection START being inappropriate? Thanks all.
