how should a sprinting relay team be ordered?

for ex. say there's a 200m relay team:

these are the times of the 4 guys: 23.4, 23.9, 22.8, 23.1


* in what order should the be set up? which is strategically the best way to order this relay team?
 
i would go 23.1, 23.9, 23.4, 22.8 usually want your faster anchor, and your 2nd fastest first
