How to connect laptop to internet without wifi reception and ethernet?

I want to connect my laptop to internet, but the problem is that i don't get any wireless reception (Wi-Fi) in my area and I can't create my own wi-fi network. HOw else can i connect my laptop to internet? I am willing to spend about $15/month. PLease don't recommend any wired connection because i want mobility.
