How to get Bluetooth options listed under Control Panel?

My control panel does not have a Bluetooth link to configure with. I recently bought a Bluetooth dongle but I can not install it because my control panel does not list the option to do so. I am running a 64 bit Window 7. How to get my control panel to list or install the Bluetooth option reappear?
No you didn't think I tried to plug it in and run the .exe drive. It says no Bluetooth dongle recognized, and I can get the driver if I don't get it on the hardware first. In doing so after googling I have to run it through the bluetooth option under Control which is missing. Yes I have fully updated my Laptop but it won't recognized bluetooth.
 
the last bluetooth dongle i had came with a software and driver disc, i ran the disc first and plugged in the dongle when it said to do so if this helps, did it come with a disc
 
It appears in the control panel AFTER you install it duh. Plug the friggin thing in!
