How to get firewall to stop blocking limewire turbo?

I've done pretty much everything. Update java. Add Limewire turbo to the exceptions list on the windows fiewwall. I've turned off the firewall. My antivirus is not blocking it either. And still theres a god dam firewall still blocking it! It's happened before and all i did was turn off firewall and it worked, and now it just won't work!
