How to put a car tire on a bike and converting it to be able to pedal?

haha thats the dumbest thing I ever heard. Never mind the mechanics for getting it to work do u know how hard it will be to pedal? Go from a thin 10 speed street tire to a beefy mtn bike tire and you can feel the difference. You`re going to be in low gear the entire time. goodluck though.
