How to set up Google Voice on a prepaid cellphone plan with no data/WiFi?

I am on a T-Mobile prepaid phone plan with no data (just talk and text, charged per minute/text) with a Samsung smartphone.

I just set up a Google Voice account that forwards to my current mobile phone.

It works perfectly fine if I am in a WiFi covered area. However, if I move to any area without WiFi, this means I can no longer receive calls or texts, period.

Is there a way (app, possibly?) I can configure my phone to use Google Voice ONLY when there is WiFi? And when there is no WiFi, to use my regular prepaid plan?

Is this even possible? Or should I abandon Google Voice? It would seem ridiculous that I cannot receive any calls or texts when I am not in a WiFi covered area. That would defeat the purpose of a mobile phone.
