How to turn on bluetooth device on an acer Aspire 5570-2067 laptop?

I have a laptop with a bluetooth device, I tried to turn it on by sliding the button beside the wi-fi detector thingy and it wouldn't even light up and it says on the screen when I try to turn it on: "No device" even though my cellphone's bluetooth is visible to all and its on. What should I do? Do I have to turn on something in the control panel?
