I am fixing up an old bike and the back wheel doesnt spin even though the chain

and derailleurs seem fine...? i should say that it spins, but not when you spin the pedals. It's not just that the chain is off because the gears move when the pedals are turned. I think there might be something wrong with the back sprockets or the wheel itself.
