still need to declare the stuff I got? I leaving Spain to go to the U.S. but I have to make a connection to Germany, do I still need to go through customs, how long will the wait be, how much do I have to pay (if I have to pay at all)?
I am a US citizen, I am travelling from Madrid to Dusseldorf to Miami. I will be is DUS from 9:40am till 12:15pm. The Madrid to Dusseldorf and Miami flights are all Lufthansa.
 
I assume you are transiting Frankfurt Airport since I've done it 100 times. I could be wrong but the same applies. You are still within the EU so there will be no passport control or customs for the arrival into Germany but if there is, you should be able to stay within the transit area of the gates. There is not fee as they would be included in the price of your ticket. As for the length of your wait, check the time of your arrival and then your departure and that will give you your wait time.
