I can't download torrents on BitTorrent. Is Norton a problem?

I have it unblocked in my Windows Firewall but I also have Norton Anti-virus, is there anything I have to do in that program?
I tried Re-installing and uTorrent
uTorrent doesn't start, it says I'm offline
In BitTorrent I can start the torrent but the download speed remains at 0 and it doesn't connect to any seeds or peers
 
all firewalls and security programs must be turned OFF in order to use BitTorrent but if you still cant download them for whatever reason try Utorrent its the exact same.
 
Not usually.
Try uninstalling uTorrent...then reinstalling.

See what pops up.
