I had a mountain bike stolen from my house, they had cut through the lock. I have since seen the bike chained up not so far from my house and I met the "owner" (I use that term loosely) who claims it is his. The police became involved and seized the bike but returned it to the other guy due to lack of evidence (receipts weren't enough).
Do I still have the power to do anything? Also I have a rough idea of where he lives but I don't want to do anything illegal.
