they take them off? Can they take the winter tires off the rims and put on all-season and then in the winter put those back on? Is this what is normally done or do I have to buy new rims for the all-season tires?

If that's true, is it expensive for them to change the tires back and forth?
 
Yes they can change them back and forth. but they will most likely charge you at least $10.00 per tire every time.
I would suggest that you buy a cheap set of rims to mount the winter tires on you can get a cheap set for around $30.00 a rim after 2 years they will pay for themselves
 
yes, you can change them back to all season, it is a common practice in areas where there is a lot of snowy weather during winter, as far as cost, somewhere around $10-$15 dollars a wheel, a bit more if you have them balance them... you should get the balance done to avoid any vibration or shake.
 
A *GOOD* Tire Sales outlet should be able to accommodate you with *ANY TYPE* of tire that will fit onto the rims of your vehicle wheels!!

Of COURSE!! It will cost you money every time 'they' change your tires from one type to another.
 
They tires can br changed, throw them into your trunk and store them until next winter.

So a kid goes to summer camp, his mother says to put on clean underwear everyday. Two weeks later he can't get his pants on.
