I have 2 questions first one. Is 172.00 to much to change a ignition lock cylinder

on a 1990 buick riviera? Second question I guess I have Air shock system in my car the problem is the rear end Is up high not like normal is there anyway I can lower the back down my car look like a drag racing car. the front is okay just the back. I have a 1990 buick riviera
the shop quoted me at 172.00 not including the lock cylinder.
