Yes for the turn signals to completely die is very rare indeed. The hazard switch can be the problem. I have yet to replace any fuse relay or (blinker) on a 7 series of that generation. The only things I have ever replaced when the turn signals are involved is the turn signal switch or bulbs. Look for trailer wires sometimes they just lay them in the trunk under the carpet. There might be a trunk leak and its sitting in water.
