I need to reactivate a verizon cell phone?

I'm going to try to explain this so that it's not confusing. 5 months ago my mom had an altell phone, but it had a verizon monthly plan on it. She bought a new phone and today she gave me her old altell phone. I called verizon to activate it because i want it switched to a prepaid.... and they said they can't switch it and didnt really say why. i went on the verizon website to activate it and they need a number in order to activate a phone and I can't give them a number because it will mess up my moms plan on her cell phone because it's the same number. How can I have the number changed so that it can be activated?
