I used to be able to alt+mouse scroll to zoom in on photoshop cs6, why...

...can i not do this anymore.? I recently had some graphics problems & errors & i can no longer zoom in using the alt scroll wheel method. Some other graphics features are also inactive like when i quickly push the canvas to the slide it used to glide to a halt now it stops immediately like the old PS. I KNOW OTHER WAYS OF ZOOMING BUT I WANT THOSE FEATURES BACK.

Those features you describe are only possible with the better video cards using appropriate drivers. If you had to fall back on your OS' generic video driver, or you had to switch to integrated video because your discrete card failed, that would have disabled the Photoshop features (these depend on OpenGL).

Until you fix whatever hardware or driver issues you're having, Photoshop will be stuck as it is. This doesn't affect how Photoshop actually edits, although it does look less polished as you've noticed.
