If a five year old falls off her bike in the middle of the road...?

and there are like five people in front of her house who appear to be over the age of eighteen looking at her and no one helps her...is that neglect? I'm not sure. I just know we had to stop in the middle of the road to wait for her and another car might have hit her if it was going faster.

I would have not only stopped, but I'd have asked if she was OK. I
hope there weren't some bully's in that group trying to take her bike
away from her. Kids are getting bolder every day. And there doesn't
seem to be as much consideration for others that they show. I hear
that's due to the desensitizing of the violence they see on tv and in
movies they are also allowed to see now.
If the child looked hurt, I would have taken her home to see her
mother or father, and explain what you saw. Maybe she shouldn't
ride in that particular direction for awhile. But you did the right
thing anyway.I hope that she was alright to leave after that.
