If a traffic warden damages my bike cover?

by tearing it off my bike so as to give me a ticket (parked on pavement outside my house) what can I do about it? The cover was padlocked on and they tore it it. No witnesses
 
Sorry but no witnesses = no proof. You might be able to take a photo of the sticker attached to the bike with the rip showing, this might be enough to warrant an apology and sign of goodwill by the local council, worth a shot. They must be able to ID the warden in questio, and there is possibly some kind of case for criminal damage, even in the civil courts if you want it to go that far.

if it was parked on the pavement, then technically u are breaking the law, u are blocking public right of way. motor vehicles belong on roads. This may have a baring as if it was on a pavement it was illegally parked
 
I agree with other answer, if you think its worth it, check for cctv cameras in area,and ask them how you get access to it, photos are a must. of area,damage to bike etc, only prob is it was parked illegally,so you cant appeal ticket. go to neighbours, someone maybe saw it, get estimate to repair or replace and write to the wardens head of department, explain circumstances,you might find them lenient and not charge you the fixed fine (NOT LIKELY THOUGH) but if you don't ask you don't get. good luck, fighting the systems a nightmare,i should know. i was a striking miner for a year and a day, PS,try citizens advice theyl know the legalities of situation.
 
Regardless of witnesses, you can report them and claim compensation. You'd require photographs of the damage and location where it took place, there may be CCTV footage of the area if in public place, and youll need o enquire as to the name and employee details of the warden in question.

If you have no proof nothing you can do as someone else could have torn it then the warden came along and saw it.
you were out of order on the pavement anyway so pay up and less of the sour grapes eh.
