If I buy an unlocked cell phone will I be able to set my mp3s as ringtones?

I am considering buying an "unlocked" phone that can be used on any network. If I do, does that mean that I will be able to set any mp3 as my ringtone? Currently this feature is blocked by my wireless provider on any phones I get from them.
