In bittorrent, if I set my max upload to 1 kB/s does it slow down my download?

I'm at a university and want to keep my torrents on the down low as much as possible. It's my guess they only bust people for uploading copyrighted material so I want to set my upload as low as possible while maintaining my 2.4 MB/s download I get from their broadband server at 256 kB/s.
 
Yeah, it actually does. When I was in uni, I tried it by capping the upload, and the d/l speeds actually went down. Once I took off the cap or even increased it, my d/l speed increased too.
