in the percy jackson and the olympians series, who is the prophecy about?

A prophecy is based off the end result. The prophecy your referring to is about whomever is the hero in the end. The strange twist at the makes it a rather hard question to ask. The answer could be either Luke or Percy but my ansewer favors towards Luke more being that he is the one who, in the end, saved them by killing himself.
 
It's about Thalia. But you'll see how it gets handed over to Percy in the 3rd book.
 
It's not about anyone, it's just a prophecy, and someone's going to fulfill it. Ultimately, it is about Percy, and also Luke.
