in torrents is the uploaded mbs important?

i have downloaded corel video studio pro x3 the file size is 1.16 GB but the utorrent app keeps showing that it is seeding i know seeding is important but does the seeding stop when the utorrent app has uploaded back the full file size right now it is 238 mb & the speed of upload is something else so is this complete or not & also there is a strange symbol like no time sort of thing that symbol which is sort of a chain that shows in some games that there is no time limit so please tell me is the download complete should i install it or not?
