According to my understanding of French Conjugation,
The TU form and the IL/ELLE/ON forms are always pronounced the same (Except two tenses)

1. They are never written the same (never ever)
2. They are pronounced the same always except THE SECOND CONDITIONAL PAST TENSE AND SUBJUNCTIVE PAST PERFECT (SUBJONCTIF PLUS-QUE-PARFAIT)

Am I right? Ai-je raison?

I find this very interesting
except liaisons, in liaisons, they are pronounced differently
tu es intelligente, vs elle est intelligente
 
Your observations seem to be true for every verb I can think of, with the addition of the subjunctive imperfect. But it doesn't really matter because the second conditional past tense, the subjunctive imperfect and the subjunctive plus-que-parfait are never used in the spoken language.
 
I don't know if you're right or not, but, I think you need to "get out" more.
