Internet bandwidth question ?

I live in japan and as I remember the bandwidth of my internet connection is ~40MBps.
So it should be about 5 Mega-bytes per second right?
But the maximum bandwidth I've seen so far is ~1Megabyte.But most of the time its about 200-300 Kilobytes persecond!

Any ideas?
