internet explorer doesn't work on a pc..how to re-install it without internet access?

My father's pc can not access the internet any longer because of MSN explorer problems. How can I re-install explorer without accessing the internet to download? I don't want to re-install the entire operating system, so any other possibilities would be appreciated.
