is 40 degrees outside too cold to hangout with friends outdoors?

Personally that temperature would not bother me, but some of my friends would be complaining. It really all depends on your friends and if they will be comfortable in that kind of temperature. Some people enjoy 40 degree temperatures and some don't.

For me, it's too cold unless I'm running around and sweating. It's a lot more comfy in a house or heated car.
