Is Armando Glaragaha (u know the guy from detroit) a good pick up from Free agency?

Its a 16 team h2h league in Espn. He wasnt drafted and we have to have 7 pitchers active (satrter or reliver) and the league favors pitchers
 
16 team league - PICK HIM UP TODAY. He had a great year for a rookie. He is worth a shot - in a 16 team league he should have been drafted.
 
Last year I kept adding Gallaraga to stream him, then felt I got lucky after (another) great start and dropped him... only to add him again later because he kept doing so well. And that was in a 12-team league. In a 16-team league, Gallaraga is an excellent player to own. Add him before someone else does.
