Is DVD video compatible with DVD - ROM?

I'm trying to download a movie and my computer cannot read a DVD video disk in the DVD-ROM disk? Anyone help? 5 Star best answer
 
As long as there is software installed on the PC to decode the DVD video. Basically, your DVD-ROM is capable of it but it will need software to translate into something useful. Windows Media Player may work... If not you can purchase software like Cyberlink PowerDVD or something.
