It depends very much what you mean by essential and by development.
If you think for example that more palm oil for our food is "essential" and see it (and the like) as a continuing "future development" (which it probably is!!) even though it clogs our arteries and its advance drives unknown numbers of animal species into extinction due to the removal of the forests in Borneo etc., then yes, technology is essential for future development.
Engineering and technology are the tools of future development. Unfortunately it is politicians, entrepreneurs, economists and bankers who set these tools to work without regard to what they do other than make money and create jobs. But the engineers, sadly, also don't give it much thought! They too have jobs to keep and need some cash at the end of the month! So the world's disaster continues to deepen in the name of development.
Try to depict in your essay what's really going on and forget all the hype about CO2, and green sustainability - it's just a bunch of new buzz-words to keep you believing someone cares whilst they're being turned into new job and wealth creators, without any regard for nature or even for those "near animals" at the lower end of the human economic scale.
Ultimately the more pointed question is "is engineering and technology essential for the future enlightenment which we must find?".
