Yes, in both, but if you need pictures to tell you what the difference is, you're not ready for either flirting or dating.
 
If you're mormon you have to flirt through a hole in your underwear.

If you're a jew you have to flirt through a hole in a sheet.
 
Flirting is fine. It's also quite fun. The same goes for dating. Really, Mormons and Jews are just regular people. You probably know a few.
 
Judaism: Dating is both allowed and encouraged in Judaism. Flirting is discouraged, and is prohibited among married people.
 
Jehovah's Witnesses can flirt and date if they are dating to hopefully be married to that person one day. They view dating as a way to better get to know someone for a marriage mate.
