Is it illegal in Arizona for an establishment to refuse to give a person free water?

That would be a stupid law.

If somebody went into a Circle K and asked for a free water cup and was refused, for example.

Usually they have the right to refuse service to anyone.

They are not required to do that ... it is not illegal.

But here in Arizona it is a courtesy.
