Is it illegal to drink and drive on a cruise ship?

If someone built a drag strip on a massive ship and you were out at sea would it be legal to drink and drive. Or what if you were drag racing cruise liners and you are drunk,is that legal?
 
In international waters on your own vessel sure, its just not recommended.
If you had passengers on board they could take you to court though.
 
Law may not apply, but common sense would, if that didnt I am sure one crashed car or sunken ship and thousands later, regulations would arise. I believe there may be maritime laws against this as well
