Is it illegal to take a picture of someone inside of a car?

Just wondering if it is illegal to take a picture of this person who has been outside of my friends place a few days. He seems suspicious. Not sure if he knows we see him but we did get his license plate. I know it's ok to take pictures of people in public, but not people in private property like a house. Does a car count? Or are they still considered being in public? Just want to be able to have a face in case anything ever happens.
