Is it normal for a tow truck operator to charge you for the time it took

them to get to you car? I recently got stuck in a very rural area where the closest towing agency was about 30 miles away. Long story short, it took them 1 1/2 hours to get to my car due to snow covered roads. When I got the bill, they were charging me at $100 per hour for 3 1/2 hours even though it took them only 15 minutes to free my car. I drive a small 2001 Saturn SL. The charge also included the time it took for them to get to my car and back to the shop. I was towed just a few feet just to get my car loose. The bill $350.
 
called for towing multiple times from a few towers, only ever been charger per km that it was towed or for the service (boosting, pulling out..)
