Is it normal for one puppy in the litter to be harder to housetrain?

one puppy will not pee in his crate but the other one does. Is that a bad sign for future of the puppy that pees in the crate? They are 4 months old.

Melodie P: what in the world do you mean if they are a mutt?? that has nothing to do with it.
each and every individual dog is different and just because one can hold it better or longer then the other doesn't mean the other one is going to have problems later in life.
 
it is normal if they are the mutt. you might wanna teach it as soon as possible because it's easier to teach them when they are young
