Is it normal to be talked over constantly?

This person and I have just become friends. However, he has a habit of starting a sentence before I finish one and sometimes talking over me saying constantly saying something like "yeah yeah okay yeah" throughout until I stop talking. I wanted to know if I'm just being uptight or not. I haven't been in this situation before so to me it seems a bit rude.

I don't know if this helps or not, but he is an ethnic Korean. He speaks English fluently, but I didn't know if it was a cultural thing or something like that.
 
Well I dont really know how to handle this kind of stuff but I think it would be great if you can talk it with him.. Just tell him to let you finish talking.. If it were me, I might get annoyed.. haha..

I have several Korean friends and it is indeed cultural thing. If he is indeed your friend, try to adjust. That would be my suggestion.
