By all religions I mean Jews, Christians, Hindus, Buddhists, Daoists, everyone irrespective of them being "people of the book".
Could someone believing this be a good Muslim or would they be seen as going against the words of Muhammad?

Good point, I should have included atheists. As well as people of all religions would someone who thought that atheists should be given equal status be considered a good Muslim?
This would include being allowed to express their beliefs and not be subject to any penalties.
