...any party/idealogy? For example, a person can know quite a bit about Roman politics, but not support the Brutii faction.
Or someone that knows quite a bit about 18th century british politics, but not taking sides.

Similarily, one can know a bit about Australian politics and neither be labor or conversative party. Or mexican politics.

Is a political whiz who is non-partisan possible?

I am considered conversant in American politics, but I do not support any particular political party - not even any of the many small alternative parties.

In fact, I think it would be best if we eliminated all parties.
 
No. Taking no sides mean you didn't vote. That would make you an idiot. On voting day you are giving your opinion. It's not a four year or lifelong commitment, but you did chose a party. Pretending later that you are non-partisan in a two-party system is kind of phony.
 
Of course it's possible, if you read enough you will be knowledgeable about the topics and you do not have to take a side. It is not a requirement to gain knowledge.
