surface of the Earth? Using a very heavy weight and lots of extremely strong cable?
 
I believe that doing so would only create tension on the cable. The weight of the cable would fish it down out of the sky, and the possibility of storm winds pushing and pulling on cable in directions that are parallel to the surface of the earth serve to give the fishing action a whipping effect, effectively destroying your satellite.
