Is it safe to delete C:/Documents And Settings/Owner/Local Settings/ Shared File...

...it takes up a lot of my roo? I barely have any space, and that folder takes up the majority of it, can I delete it or does it have files I Absolutely need?

Most likely it is safe.
But go through it.
You might have things like your FireFox folders or other applications saved in there.
Go through and delete files one by one to make sure you don't have anything valuable in there.
 
You may delete it. Those are usually only files that you have downloaded, or files that are temporary online files.

It is definitely safe to delete, they're not important.
