is it the air shocks or suspension on 1991 Lincoln Town car?

I was looking at a 1991 lincoln town car but i noticed it was bouncing in the back when it drove and when i put my finger on the truck the rear of the car bounced up and down very easily, the guy selling the car said" that's the way the person i bought the car from had it set up" i dont believe him, i had a town car and it always made a little humming noise when i started it then it would raise up and lower, this car doesn't , is it the suspension ???????????

sounds like the air shock's compressor or the shocks themselves are blown. Air shocks are expensive, i'd keep away from it.
