Is making fun of others an immature form of humor or just mean-spirited or both?

This is a serious question - I'm wondering what people think based on their observations of people. I have a suspicion that in some cases people with less social skills than others who try to be "funny" may choose to simply poke fun because it's the easiest thing to do. Does this sound plausible? Or is it always a sign of passive aggressiveness?
 
It is both and it is not very humorous to make fun of others in an immature, mean-spirited way.
 
I think both. It seems like a sign of passive aggressiveness.
 
People with a lack of discipline are the ones you see making fun of others.A real man does not need to talk about other people behind their backs or talk trash to someone for no reason.Also I blame MTV.
