Is my weight loss/fitness programme working?

Have i lost as much as I should have on this routine.

Typical Breakfast
Porridge with Low Fat Milk, Pineapple and Coffee or Weetabix with Low Fat milk, Banana and Coffee
Lunch
2 Slices of Home made Farmhouse Whole Meal Brown Bread with Ham and Cheese
A banana, a Satsuma, a cup of tea or a wholemeal pitta, ham cheese, with fruit and tea
Dinner
Sardines on Brown Toast with cucumber and mushrooms or Grilled Salmon with Stir Fried Veg or one cup of pasta with mushrooms cucumber and tomato stir in
Tea, one Biscuit
Supper
Youghurt with Fruit or a bowl of Corn Flakes with Cereal, Cup of tea

At the weekends I might have one take away, or maybe a larger main dinner one of the days, also I would often have eggs and grilled bacon one morning with brown toast. and could often have a few beers and crisps/chips. On a Friday night.

I also drink 2-3 litres of water a day.

I walk for 20 minutes before work 4 days a week, I then jog for 40 minutes 5 days a week after work, play indoor soccer one evening a week, and rest on Fridays.

I have lost 25 pounds in 4 months on this routine

Is this too little for all my work? Could it be the jogging is making me gain muscle weight which i am confusing with fat weight?

I was 220 I am now 198 lbs. I am 5 foot 8 , 30 years old male
