Is the hiptop slide free when you purchase the hiptop slide on the $30/m Plan?

Im interested in getting a hiptop slide.

the questions i have to ask is:
1) Is the hiptop slide FREE on the $30/m Plan, or not??

2) When i pay the $30 a month bill,, am i also paying off the phone with that $30 or do i have to pay more then $30?
