Is there a main fuse box in this picture? (1988 Lincoln Town car)?

My car has no power, even though the battery is fine and everything is hooked up tight. So it might be a blown fuse.
There are some fuses under the dash inside the car, but I think that's just for the accessories, and all the fuses there seem to be fine. I'm looking for the main power distribution.

I asked in the Lincoln section of Y! Answers (before I took the pic), and they said it was under the hood on the driver's side. But I just don't see anything there that looks like a fuse box, so I took a picture.

The gray box on the right side is a voltage regulator.
The two little boxes on the right bottom side don't seem like they open.

Can someone point out the fuse box, if there is one?
 
I'm not really a mechanic but the vast majority of cars I've seen have the fuse box inside the car :3
 
There may be fuses under the littler black boxes above your "WASHER FLUID ONLY CAP They have all the wires coming out of them.

Just checked yes those little black boxes do have fuses in them

Your car is pretty old and dirty by the looks of it. You might need new battery wires. Check your wires for corrosion and make sure you have a good ground
