Is there a Religion that no were in the texts preaches an eye for an eye AKA justice system like the police certain humans being born evil and hating on people for going against that religion possible a non expanding religion one that doesn't force it self on people like major religions (christianity, Judaism, Islam)
 
Christianity does not preach evil or hate against people; but against sin. The sin is what causes the people to be wicked. If you just want a religion to tickle your ears, and will let you live your life any way you see fit, then you don't need a religion to do that. That is following Satan's number 1 command in the satanic bible. Romans 10:9-10 is the only way to be saved.
