I have a ds and an r4 and i was wondering if there is a thing on a psp that does the same thing an r4 does on a ds that is designed for a psp.

Sort of, there is custom firmware which allows you to boot a game off of a memory card. I am not familar with it as I have not done it but my friend has one and it works really well. You don't so much buy something as much as you download and hack your psp from what I understand.
